Commercial EPCs

Since 1st October 2008, Energy Performance Certificates have been required for most non-domestic commercial buildings being sold, rented or constructed. Buildings being modified and resulting in the addition or removal of parts of the building and also buildings having Heating, Ventilation and Air Conditioning (HVAC) systems installed or modified may also require an EPC.
  • For sale or rent – As soon as the building is offered for sale or rent the seller or landlord must make an EPC available to prospective buyers or tenants. The Energy Performance Certificate may be for the whole building or individual units and completion of contract should not happen without it.
  • On modification – The contractor undertaking modification work is responsible for providing an Energy Performance Certificate and Recommendations Report to the client. They must then notify Building Control who will not issue the Certificate of Completion until the EPC is provided.
  • On construction – The constructor gives the Energy Performance Certificate and Recommendations Report to the Purchaser on physical completion of the building and notifies Building Control, who will not issue a Certificate of Completion until the new EPC is provided.
    • The maximum penalty for non-compliance is currently £5k which is enforceable by Trading Standards. The penalty notice also includes the requirement to produce a valid EPC.
EPCs for commercial properties are classified according to the level of complexity of the heating and any air-conditioning plant.
  • Level 3: buildings with heating systems less than 100kW and cooling systems less than 12kW.
  • Level 4: buildings beyond the limits of Level 3, new builds, except buildings with atria or large expanses of curved glass.
  • Level 5: these buildings will be assessed using Dynamic Simulation Modelling (DSM).
All existing buildings require an extensive inspection to determine the construction type, heating and lighting services within the building. This will include a full measured survey (unless scaled plans are available).

The assessment and calculation of the EPC is carried out using SBEM (Simplified Building Energy Model) which was developed by the BRE (Building Research Establishment) to calculate the environmental impact in relation to the amount of CO2 produced to heat, cool and light the building.

The EPC must be lodged on the Landmark database in order to be recognised as a valid report. This can be checked by going to www.ndepcregister.com and searching the database. Only DipNDEA qualified and accredited assessors are fully trained and qualified in the use of SBEM to produce the Commercial EPC. Do not be misled into believing that a Domestic Assessor can produce EPCs for commercial premises. You will be held liable for penalties for non-compliance.
